Authorizes the Colorado Department of Revenue to establish and collect renewal application fees for liquor licenses and permits issued under Articles 46 and 47 of Title 12.

Adds renewal applications to the list of applications, notices, and reports for which the state licensing authority may establish processing fees under Colorado Revised Statutes 12-47-501.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
