HB 17-1340 Summary

• Creates a Legislative Interim Committee on School Finance consisting of 5 Senate members (3 majority, 2 minority) and 5 House members (3 majority, 2 minority) to meet during 2017 and 2018 legislative interims, with first meeting required by August 1, 2017.

• Committee shall study school finance issues including costs and benefits of state/federal requirements, total funding available per pupil, identification of at-risk students, per-pupil funding formulas with allocations by grade level and student characteristics, and capital construction needs.

• Committee shall develop a new school finance funding formula and make legislative recommendations to the General Assembly; may introduce up to 5 bills, joint resolutions, or concurrent resolutions in each of the 2018 and 2019 legislative sessions.

• Committee shall contract with a private entity by September 1, 2017 to assist in gathering information and analyzing school finance issues, but cannot contract with any entity that previously contracted with Colorado or its subdivisions for school finance studies.

• Appropriates $380,869 to the legislative department for fiscal year 2017-18 to fund committee operations; Part 19 is repealed effective July 1, 2019.
