Creates a mandatory procurement timeline for state agencies submitting budget requests to the Joint Technology Committee for major information technology projects, requiring notification by November 1, competitive solicitation by January 1, vendor selection by April 15, and contract award by June 30 of the fiscal year prior to budget submission.

Requires competitive solicitations to specify that vendors must honor contract prices through the work commencement date and that work cannot begin until the general assembly appropriates funds and the appropriation bill becomes law.

Mandates that awarded contracts include terms specifying the budget request will be pursued in the following fiscal year, work authorization within 30 days of appropriation, contingency on general assembly funding, and that the contract becomes null and void if funding is not appropriated.

Designates the Office of State Planning and Budgeting as responsible for ensuring state agencies adhere to the new timeline prior to submitting budget requests.

All procurement activities must comply with Colorado's Procurement Code (Articles 101-112 of Title 24), unless otherwise specified in this section.
