Maintains the retail marijuana sales tax rate at 10% indefinitely, eliminating a scheduled reduction to 8% that was set to take effect on July 1, 2017.

Amends Colorado Revised Statutes 39-28.8-202 to remove the provision that would have decreased the tax rate from 10% to 8% beginning July 1, 2017.

Applies the 10% tax rate to all sales of retail marijuana and retail marijuana products by retailers, in addition to existing state and local sales taxes.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
