CO HB1347

Creates legal definitions for "threat assessment" (written documentation identifying a student's threat to commit violence, evaluating that threat, and developing an intervention plan) and "suicide assessment" (written documentation identifying a student's threat of self-harm, evaluating that threat, and developing a prevention plan).

Requires schools to transfer threat or suicide assessment documents to a new public school when a student transfers and the new school or someone acting on behalf of the student requests the student's records.

Applies to transfers between all public schools, including traditional public schools, charter schools authorized by school districts, state-chartered schools, and pilot schools.

Does not require schools to proactively transfer threat or suicide assessments if no records request is made by the new school or student.

Includes out-of-home placement students and requires child welfare education liaisons to ensure threat and suicide assessments are transferred with other education records when placement changes occur.
