Requires student loan servicers to obtain a supervised lender license from the Uniform Consumer Credit Code administrator before operating in Colorado, effective September 1, 2018.

Exempts state and federally chartered banks, savings banks, savings and loan associations, credit unions, and their wholly owned subsidiaries from licensure requirements.

Defines "servicing" to include receiving periodic payments, applying principal and interest payments, collecting payments, and performing administrative services, but excludes originating or making loans.

Applies all consumer credit regulations to student loan servicers in the same manner as supervised lenders servicing supervised loans.

Authorizes the administrator to adopt rules necessary to implement the licensing and regulatory requirements for student loan servicers.
