Adds subsection (3.5) to Colorado Revised Statutes 26-2-804 to authorize use of money transferred from the County Block Grant Temporary Assistance for Needy Families Program to the Child Care Development Fund for child care quality improvement activities.

Permits spending on child care quality improvement activities as defined in the federal "Child Care and Development Block Grant Act of 2014," 42 U.S.C. Sec. 9858 (e), as amended.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 9, 2017, if adjournment occurred May 10, 2017).

Subject to referendum petition; if a petition is filed within the 90-day period, the act requires approval by voters at the November 2018 general election to take effect.
