Extends the skilled worker outreach, recruitment, and key training grant program through the 2018-19 fiscal year (previously ending in 2017-18).

Allows the Department of Labor and Employment to develop an expedited application process for eligible applicants who received grants in 2015-16 or 2016-17 and demonstrate positive outcomes from prior grant awards.

Extends the annual reporting requirement for the grant review committee through May 1, 2020 (previously ending May 1, 2019).

Removes the cap limiting expenditures to no more than $3.5 million per fiscal year from the $10 million total appropriation for the 2015-16, 2016-17, and 2017-18 fiscal years.
