State Auditor shall retain an independent third-party consulting firm through competitive bidding to evaluate state agency information technology resources, with contract selection by October 31, 2017.

Consulting firm shall evaluate IT centralization under Senate Bill 08-155 (2008), including human resources transfers, infrastructure transfers, billing practices, software/hardware decisions, cost savings, and strategic planning.

Firm shall assess executive branch strategic planning for IT project evaluation and selection, opportunities for public-government IT interface, and relationships with non-centralized agencies relying on IT services.

Consulting firm shall provide progress update in June 2018 and submit comprehensive report by December 15, 2018 to legislative committees and the Office of Information Technology with recommendations for industry best practices and policy changes.

$300,000 appropriated to State Auditor for fiscal year 2017-18, with unexpended funds rolling over to 2018-19; statute repeals effective January 1, 2020.
