Authorizes local government master plans (counties, regions, and municipalities) to include water conservation policies and goals specified in the state water plan adopted under section 37-60-106(1)(u).

Permits local governments to condition development approvals on implementation of water conservation and state water plan goals, including for subdivisions, planned unit developments, special use permits, and zoning changes.

Requires counties and municipalities with water supply elements in their master plans to adopt water conservation policies by December 31, 2018.

Explicitly protects existing water rights and allocations under the state constitution, laws, decrees, contracts, and water use agreements, and preserves operation and maintenance of water facilities.

Applies to master plans adopted or amended on or after the effective date (August 9, 2017), subject to potential voter approval if a referendum petition is filed.
