Exempts liquor-licensed drugstores from the prohibition on electronic benefits transfer (EBT) automated teller machines at liquor-licensed premises under Colorado Revised Statutes 26-2-104.

Allows liquor-licensed drugstores licensed under Section 12-47-408 to have ATMs that provide electronic benefits transfer services, while maintaining the prohibition for other liquor retail establishments.

Requires the Department of Revenue to adopt rules relating to client use of ATMs at prohibited locations, excluding liquor-licensed drugstores from those regulations.

Takes effect 90 days after final adjournment of the general assembly (August 9, 2017), subject to referendum petition and potential approval by voters in November 2018.
