Requires Colorado's climate action plan to include specific, measurable goals based on best available science that are at least as ambitious as goals in Governor's Executive Order D 004 08, with near-term, mid-term, and long-term deadlines to achieve them.

Mandates the measurable goals achieve both the reduction of Colorado's greenhouse gas emissions and increase Colorado's adaptive capability to respond to climate change.

Requires the annual climate report to the general assembly to include an analysis of progress made in meeting the measurable goals and deadlines specified in the plan.

Requires the annual report to specify whether Colorado is on track to meet the near-term, mid-term, and long-term deadlines in the climate action plan.

Takes effect 90 days after final adjournment of the general assembly (August 9, 2017), subject to potential referendum petition requiring voter approval in November 2018.
