Allows retail liquor stores licensed on or before April 1, 2017 to obtain up to 3 additional licenses between July 1, 2017 and July 1, 2018, with maximum of 6 total licenses by January 1, 2022 and 9 total by January 1, 2027.

Requires applicants for additional retail liquor store licenses on or after January 1, 2022 to transfer ownership of 2 retail liquor stores, change location of one, and merge them into a single license, with distance requirements of 1,500 feet (or 3,000 feet in municipalities with populations under 10,000).

Requires majority of retail liquor store owners seeking additional licenses to have resided in Colorado for at least 2 years or operated a business in Colorado for at least 10 years.

Prohibits self-checkout purchases of alcohol beverages and requires verification of valid identification; prohibits employees under 21 from handling alcohol products; requires all retail liquor stores to maintain responsible alcohol beverage vendor certification.

Establishes application fees not to exceed $1,000 for transfer of ownership, change of location, and license merger transactions; takes effect July 1, 2017.
