Mandates the Commission post subsurface facility location information on its website in a searchable database using mapping and geographic information system software accessible to local governments and the public.

Establishes separate disclosure deadlines for subsurface facilities constructed after the bill's effective date versus those constructed before, with later deadlines allowed for facilities operators acquired from other operators.

Allows local governments to request operators provide a good-faith estimate of wells to be drilled in the next five years within their jurisdiction and a map showing existing well sites, approved sites, and sites on the current drilling schedule.

Specifies that well estimates are based on information known to the operator at the time of request and are subject to change at the operator's sole discretion.
