HCR17-1001 Summary

• Reduces regular session length from 120 calendar days to 90 days in even-numbered years and 60 days in odd-numbered years, with even-numbered year sessions designated as biennial budget sessions.

• Limits each legislator to introducing 2 bills per regular session (excluding appropriations bills and bills recommended by legislative committees), with both houses able to establish a restrictive exemption process.

• Limits each legislator to introducing 2 resolutions per regular session (including joint and concurrent resolutions), excluding resolutions on adjournment or inter-house business, with both houses able to establish a restrictive exemption process.

• Establishes a biennial state budget cycle beginning July 1, 2020, with the general appropriation bill introduced and considered only in even-numbered years and appropriations divided among committees of reference by subject matter.

• Requires submission to Colorado voters at the November 6, 2018 election, becoming effective if approved by a majority of electors voting on the measure.
