Urges the U.S. Bureau of Reclamation, Army Corps of Engineers, Coast Guard, and Forest Service to provide funding to Colorado Parks and Wildlife for implementing the State of Colorado Zebra and Quagga Mussel Management Plan.

Identifies zebra and quagga mussels as highly invasive aquatic species that damage plankton communities, fisheries, water-based recreation, and threaten municipal, industrial, and agricultural water infrastructure.

Notes that Colorado Parks and Wildlife coordinates watercraft inspection and decontamination stations statewide, which have intercepted over 100 infested out-of-state watercraft since 2009 and performed nearly 3,000,000 inspections between 2008 and 2015.

Points out that the U.S. Forest Service manages ten at-risk Bureau of Reclamation reservoirs but has eliminated almost all financial contributions to aquatic nuisance species prevention efforts in Colorado.

Directs copies of the resolution be sent to federal agency leaders and Colorado's congressional delegation.
