Repeals the "Colorado Health Benefit Exchange Act" effective January 1, 2018, which created Colorado's state health benefit exchange in 2010.

Allows the exchange to continue operating until December 31, 2018, to wind up its affairs while preserving the board's and exchange's powers and duties during the transition period.

Requires the board to transfer any remaining unencumbered funds in the exchange to the state treasurer on December 31, 2018, who shall deposit the money into the general fund.

Removes references to the exchange from Colorado insurance law, including the definition of "exchange" and provisions allowing commissioner rule-making for exchange-related enrollment periods and risk pool considerations.

Takes effect January 1, 2018, subject to voter approval if a referendum petition is filed within 90 days after the general assembly adjourns.
