Limits the prohibition on charging Medicaid recipients for medical services to only when the provider is enrolled in Colorado's Medical Assistance Program.

Requires nonenrolled providers to enter into a written agreement with Medicaid recipients prior to providing services that would be reimbursable if provided by an enrolled provider.

Mandates the written agreement specify the medical services, usual and customary cost, cost to the recipient, and payment terms.

Requires the agreement to include a statement that the recipient understands they would not be liable for costs if obtaining the same services from an enrolled provider.

Takes effect August 9, 2017, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election.
