Amends Colorado law to allow applicants under 21 years of age to obtain a concealed handgun permit if they are on active duty in, or honorably discharged from, any branch or reserve branch of the United States military forces, including the National Guard.

Maintains the existing requirement that non-military applicants must be at least 21 years of age to obtain a concealed handgun permit.

Creates an alternative eligibility pathway for military personnel who are 18 years of age or older to qualify for a permit.

Takes effect at 12:01 a.m. on August 9, 2017, unless a referendum petition is filed within 90 days after final adjournment, in which case approval by voters at the November 2018 general election is required.
