Designates the Office of Behavioral Health as the responsible entity for overseeing competency restoration education services and coordinating competency restoration services ordered by courts for both adult and juvenile defendants.

Requires courts to consider outpatient, out-of-custody restoration for defendants on bond or summons, with the presumption that incompetency will inhibit a defendant's ability to ensure their presence for trial.

Mandates the Office of Behavioral Health develop standardized curricula for competency restoration education by December 1, 2017, tailored to individual needs including those with intellectual and developmental disabilities.

Requires annual reporting to the General Assembly beginning January 1, 2019, including data on number of individuals served, average timeframes, service settings, outcomes, identified best practices, and gaps in funding and services.

Appropriates $18,000 from the marijuana tax cash fund to the Department of Human Services for 2017-18 fiscal year for community behavioral health administration expenses.
