Authorizes the Fire and Police Pension Association's Board of Directors to develop and maintain a multi-employer deferred compensation plan document in addition to master deferred compensation plans.

Requires any multi-employer deferred compensation plan document to comply with section 457 of the Internal Revenue Code of 1986.

Allows employers to adopt the multi-employer plan document with board assistance, with each employer responsible for ensuring compliance with applicable law.

Subjects participation by nonmember employees to requirements and limitations of Internal Revenue Code section 457 and related regulations.

Takes effect on August 9, 2017, unless a referendum petition is filed, in which case approval by voters at the November 2018 general election is required.
