Prohibits municipalities, cities, home rule cities, cities and counties, counties, and other political subdivisions from imposing inspection requirements for underground petroleum storage tanks.

Prohibits local governments from charging inspection fees for the inspection of underground petroleum storage tanks.

Preserves existing authority for local governments to enforce requirements established by the uniform fire code and national fire protection association codes.

Preserves existing authority for local governments to enforce requirements established by local zoning regulations.

Act takes effect August 9, 2017, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election.
