CO SB021

Establishes a housing assistance program providing vouchers and support services for individuals with mental health or behavioral health disorders transitioning from the Department of Corrections, Division of Youth Corrections, or county jails into the community

Creates the Housing Assistance for Persons Transitioning from the Criminal or Juvenile Justice System Cash Fund, funded by unexpended General Fund appropriations to the Division of Criminal Justice and subject to annual appropriations by the General Assembly

Authorizes the Division of Criminal Justice to provide grants or loans for acquisition, construction, or rehabilitation of rental housing for persons with behavioral or mental health disorders

Allows marijuana tax cash fund revenues to be appropriated for housing, rental assistance, supportive services, and reentry services under the new program

Directs unexpended or unencumbered General Fund money appropriated to the Division of Criminal Justice for fiscal year 2016 onward to be transferred to the new cash fund instead of reverting to the General Fund (provision repeals July 1, 2018)
