SB 17-023: Revised Uniform Athlete Agents Act (2015)

• Enacts the "Revised Uniform Athlete Agents Act (2015)" to regulate athlete agents in Colorado, requiring registration with the Secretary of State beginning January 1, 2018

• Establishes registration requirements including background checks, disclosure of criminal history, prior discipline, financial integrity, and professional experience; allows reciprocal registration for agents already registered in other states with substantially similar requirements

• Mandates agency contracts include specific disclosures, fee structures, service descriptions, and warnings that signing may result in loss of athletic eligibility; gives student athletes 14-day cancellation rights without penalty

• Requires athlete agents to notify educational institutions within 72 hours of entering contracts with student athletes and maintain records of client names, contracts, and recruitment costs for five years

• Establishes penalties including Class 2 misdemeanor for first violations and Class 6 felony for subsequent violations; allows civil damages for educational institutions and student athletes; creates 2-year registration validity period with sunset review scheduled for 2027
