Expands the hearsay exception for out-of-court statements made by persons with intellectual and developmental disabilities to include offenses in Article 6.5 of Title 18 (Colorado's enhanced sexual offense statutes).

Adds offenses contained in Article 6.5 of Title 18 as qualifying crimes alongside existing sexual assault, exploitation, and incest charges listed in the statute.

Extends the hearsay exception to statements describing acts of domestic violence as defined in section 18-6-800.3(1), making such statements admissible in criminal, delinquency, and civil proceedings.

Applies the expanded hearsay exception to any criminal, delinquency, or civil trial, hearing, or proceeding occurring on or after July 1, 2017.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
