Increases supplemental kindergarten enrollment from 0.08 to 0.15 of a full-day pupil starting in the 2017-18 budget year, with intent to fully fund full-day kindergarten by the 2022-23 budget year.

Raises full-day kindergarten factor from 0.58 to 0.65 of a full-day pupil beginning in the 2017-18 budget year and thereafter.

Increases appropriations for full-day kindergarten programs from at least $116 million (2018-19) to at least $264 million (2022-23), with automatic full funding for kindergarten as full-day pupils from 2023-24 onward.

Directs Secretary of State to place a ballot question on the November 7, 2017 general election asking voters whether the state may retain and spend all revenues exceeding the constitutional spending limitation for preschool through twelfth grade education.

Creates a preschool through twelfth grade education general fund exempt account to receive excess revenues above the existing cap, with funds appropriated first for full-day kindergarten and remaining amounts for total program funding, with unexpended balances transferred to the state education fund.
