Exempts human chorionic gonadotropin (HCG) licensed for animal use only from Colorado's controlled substance schedules when expressly intended for injection into cattle or other nonhuman species and approved by the secretary of health and human services.

Prescribing, dispensing, or distributing animal-use HCG for human use is treated as distributing an anabolic steroid and remains subject to controlled substance penalties.

Takes effect August 9, 2017, unless a referendum petition is filed, in which case approval by voters at the November 2018 general election is required.
