Requires counties with at least 25,000 active electors to measure and report voter wait times and arrival rates at each voter service and polling center during general elections

Wait time measurements must track the period from when a person enters the center or line until they enter a voting booth or receive a ballot, expressed as hourly averages at minimum

Directs the Secretary of State to promulgate rules establishing minimum criteria for standardized, accurate measurement and reporting methods, allowing counties flexibility in implementation through their mail ballot plans

Reports must be submitted to the Secretary of State by the end of the calendar year in which the general election was held

Effective date is November 1, 2018, pending a 90-day referendum period after final adjournment
