Adds a new exception to Colorado's state personnel system rules (Article 19 of Chapter 24-19) for employees at state institutions of higher education whose positions are funded by revenues from auxiliary activities.

Defines "auxiliary activities" as institutional activities managed and accounted for as self-supporting activities, such as dormitories, food services, bookstores, and similar revenue-generating operations.

Exempts employees in these auxiliary-funded positions from state personnel laws, allowing institutions greater flexibility in employment contract terms and conditions.

Takes effect August 9, 2017, or if a referendum petition is filed against the act, becomes effective only upon voter approval at the November 2018 general election.
