Repeals restrictions on local governments' ability to provide cable television, telecommunications service, and high-speed internet access without voter approval.

Eliminates requirement for voter referendum before local governments engage in providing these electronic communications services.

Removes prohibitions on local governments purchasing, leasing, constructing, or operating facilities for providing these services.

Repeals restrictions requiring local governments providing these services to comply with nondiscrimination requirements and prohibitions on granting preferences to private providers.

Takes effect August 9, 2017, or if subject to referendum petition, becomes effective upon voter approval in November 2018.
