Modifies C.R.S. 8-45-121 to clarify that insurance fund examination reports must be transmitted to the governor, state auditor, and general assembly every three years.

Adds "notwithstanding" language to C.R.S. 10-3-207, 10-16-111, 10-16-128, and 40-15-208 to exempt specified reporting requirements from automatic repeal under C.R.S. 24-1-136(11)(a)(I).

Repeals C.R.S. 40-2-103(2) regarding annual reports to the general assembly about energy rate cases and related rate impacts.

Repeals C.R.S. 40-3.2-105 requiring the Public Utilities Commission to report annually on investor-owned utilities' progress in meeting natural gas and electricity demand-side management goals.

Takes effect August 9, 2017, unless subject to a referendum petition, in which case it requires voter approval at the November 2018 general election to take effect.
