Amends Colorado Revised Statutes 24-30-202 to modernize procedures for handling unpaid warrants and checks issued by the state that remain uncashed after one fiscal year.

Warrants and checks that remain unpaid on the last working day in June shall be cancelled and transferred to the Unclaimed Property Trust Fund created in Section 38-13-116.5, rather than being credited back to the originating account.

Wildlife cash fund warrants or checks (except refunds for unsuccessful limited license applications) continue to be credited to the wildlife fund instead of the unclaimed property trust fund.

Federal government money represented by unpaid warrants or checks shall be processed according to federal program guidelines for proper disposition of those funds.

Effective date is August 9, 2017, or if a referendum petition is filed, the act takes effect upon approval by voters at the November 2018 general election.
