Expands the definition of "end user" eligible for waste tire rebates to include persons using whole waste tires baled with other tires for agricultural purposes, in addition to existing energy or fuel generation uses.

Gradually reduces the waste tire fee from $1.50 to $1.00 by January 1, 2023, with maximum amounts of $1.50 (until Dec 31, 2021), $1.25 (Jan 1-Dec 31, 2022), and $1.00 (after Jan 1, 2023).

Extends the repeal date of the end users fund from January 1, 2018, to January 1, 2024, and reallocates fee distributions across the three funds with phased changes through 2024.

Eliminates the scheduled repeal of the waste tire market development fund and requires the commission to establish by rule a minimum percentage allocation to grant and loan programs, with loans converting to grants if recipients comply with loan terms during a preliminary period.

Takes effect August 9, 2017, subject to referendum petition provisions requiring approval by voters in November 2018 if challenged within the ninety-day period after final adjournment.
