Expands definition of "escape from custody" under intensive supervision programs to include knowingly removing or tampering with an electronic monitoring device required as a condition of parole.

Requires peace officers and community parole officers to immediately seek an arrest warrant or effectuate an immediate arrest when they have probable cause to believe an offender has removed or tampered with an electronic monitoring device.

Requires officers to determine, when practicable, that notification of device removal or tampering was not merely the result of equipment malfunction before making an arrest.

Mandates that officers submit charges to the district attorney's office for consideration of filing charges pursuant to Section 16-5-205 following any arrest under this provision.

Effective 90 days after final adjournment of the legislative session (August 9, 2017), subject to referendum petition approval if challenged.
