Removes requirement that "accredited nonpublic schools" be designated agencies for alternative teacher programs, now allowing only school districts, boards of cooperative services, accepted institutions of higher education, and nonprofit organizations.

Changes juvenile parole discharge eligibility to reference graduation from "a public or accredited nonpublic high school" instead of the deleted "accredited independent school" designation.
