Prohibits employers from requiring employees to become or remain labor organization members, or pay dues, fees, assessments, or equivalent amounts to labor organizations or third parties as a condition of employment.

Voids any written or oral agreements between labor organizations and employers that violate employee rights under the new Article 3.3.

Creates criminal penalties of up to $1,000 in fines and 90 days county jail time for violations, with civil remedies allowing injured parties to recover damages, costs, and reasonable attorney fees.

Authorizes the attorney general and district attorneys to investigate violations and prosecute offenders, while declaring all-union agreements to be unfair labor practices.

Exempts employers and employees covered by the federal Railway Labor Act, federal employers, employees in exclusive federal enclaves, and situations where application would conflict with federal law.
