Relocates the Colorado Student Leaders Institute from the Office of the Lieutenant Governor to the Department of Higher Education, effective in 2017.

Creates a competitive summer residential program for high school students entering 10th or 11th grade, operating for four weeks annually with up to 100 participants.

Requires the institute to offer classes in science, technology, engineering, arts, mathematics, and international social studies, plus enrichment activities and a public service practicum.

Establishes an 11-member executive board to oversee operations, with at least 50% of selected students eligible for free/reduced-price lunch or first-generation college-bound.

Transfers $218,825 appropriation for fiscal year 2017-18 from the Office of the Lieutenant Governor to the Department of Higher Education and repeals the program effective July 1, 2019.
