Adds Colorado Revised Statutes 23-5-144 to protect student free speech rights on public higher education campuses, declaring it a matter of statewide interest while recognizing institutions' ability to enact reasonable time, place, and manner restrictions.

Defines "student forum" as generally accessible outdoor areas on campus and nonacademic, publicly open portions of facilities traditionally made available for expressive purposes, including peaceful assembly, protests, petitions, and distribution of written materials.

Prohibits institutions from limiting or restricting student expression in student forums based on content, viewpoint, or listener reaction, or from designating campus areas as restricted "free speech zones."

Allows institutions to impose only reasonable time, place, and manner restrictions that are content-neutral, narrowly tailored to serve significant governmental interests, and leave open alternative communication channels.

Permits students denied forum access to bring legal action for injunctive relief and recover reasonable court costs and attorney fees, with suits limited to one calendar year after the violation occurs.
