Creates a new marijuana consumption club license allowing establishments to sell and permit on-site consumption of retail or medical marijuana, subject to the same licensing requirements as retail marijuana stores and medical marijuana centers.

Clubs may only sell amounts permitted for retail marijuana stores or medical marijuana centers, must obtain products from licensed marijuana businesses or their own cultivation licenses, and cannot permit outside marijuana or serve alcohol or prepared food.

Requires clubs to admit only persons age 21 and older, complete annual responsible vendor training, prohibit butane torch use, and cannot sell to visibly intoxicated persons.

Grants clubs the same civil liability immunity as bars for injuries caused by patron intoxication, capped at $150,000 liability per claim, with a one-year statute of limitations.

Local governments may authorize clubs through voter approval or governing board vote and may impose additional licensing requirements; clubs exempt from Colorado Clean Indoor Air Act if fully ventilated; public consumption in compliant clubs is not a criminal offense.
