Eliminates the requirement that at least 50% of educator performance evaluations be determined by student academic growth, allowing school districts to use student academic growth data at a percentage not to exceed 20%.

Grants school district licensed personnel performance evaluation councils the authority to determine the percentage of student academic growth data to be used and the specific assessment tools or tests to measure such growth.

Allows local boards of education or boards of cooperative services to exempt teachers or principals with existing effective or highly effective ratings from annual evaluation requirements for up to 3 years, during which they retain their most recent rating.

Permits exempted teachers or principals to request a new evaluation before the exemption period ends, with the new rating becoming their established rating if requested.

Takes effect August 9, 2017, unless subject to a referendum petition, in which case it requires approval by voters at the November 2018 general election.
