Requires the Colorado Division of Parks and Wildlife, City of Pueblo, Pueblo Conservancy District, and other stakeholders to cooperatively develop a multi-party master plan for the Runyon-Fountain Lakes State Wildlife Area near downtown Pueblo.

Directs collaborative entities to explore funding sources including conservation trust funds, Great Outdoors Colorado trust fund, and gifts or grants for development and maintenance of the wildlife area.

Mandates the Colorado Division of Parks and Wildlife and Pueblo Conservancy District report to the General Assembly's natural resources committees by March 1, 2018, on the progress of the cooperative effort.

Addresses fragmented ownership and management issues: the Pueblo Conservancy District owns the land and water rights, the Division of Parks and Wildlife operates recreational activities, and the City of Pueblo maintains vehicular access and trails.

Takes effect August 9, 2017, unless a referendum petition is filed, in which case it requires approval by voters at the November 2018 general election.
