Postpones the expiration of rules and regulations from 18 state agencies (including Agriculture, Corrections, Education, Human Services, Labor and Employment, and others) that were adopted or amended between November 1, 2015 and November 1, 2016 and scheduled to expire May 15, 2017.

Excludes 40 specific rules related to school transportation vehicle operation and safety (Rule 4204-R series) from the extension, allowing them to expire as scheduled.

Excludes multiple specific rules from the Department of Labor and Employment regarding underground and aboveground storage tank standards, codes, and inspection requirements from the extension.

Excludes specific rules from the Department of Revenue regarding motor vehicle emissions inspection station licensing, operations, and audits from the extension.

Declares the act necessary for immediate preservation of public peace, health, and safety, making it effective upon Governor's signature.
