Amends the definition of "home health services" in Colorado Revised Statutes to allow Medicaid home health services to be provided in the community, not limited to a person's place of residence.

Appropriates $1,043,783 to the Department of Health Care Policy and Financing for fiscal year 2017-18, comprised of $1,025,567 from the general fund, $18,207 from the hospital provider fee cash fund, and $9 from the breast and cervical cancer prevention and treatment fund.

Anticipates the department will receive $1,167,747 in federal funds for medical services premiums to implement the bill.

Funds may be used for medical services premiums to support home health services provision in community settings.

Declared to be necessary for the immediate preservation of public peace, health, and safety.
