Permits bicyclists to proceed through stop sign intersections without stopping if they slow to a reasonable speed, yield to vehicles and pedestrians, and can safely proceed or turn.

Allows bicyclists to proceed through red traffic control signals if they stop, yield to all traffic and pedestrians, and proceed in the same direction or make a right-hand turn.

Permits left-hand turns at red lights only if the bicyclist first stops, yields to traffic and pedestrians, and turns onto a one-way street.

Amends Colorado Revised Statutes 42-4-1412 governing operation of bicycles and electrical assisted bicycles.

Takes effect August 9, 2017, unless subject to a referendum petition requiring voter approval in November 2018.
