Creates a Reserve Academy Grant Program in the Division of Public Safety to provide grants to multi-jurisdictional political subdivisions for establishing shared reserve peace officer training academies.

Grant recipients may use funds to train and certify reserve peace officer auxiliary groups that support municipal governments and local, county, and state law enforcement agencies.

Award decisions must consider applicants' existing access to start-up capital, capacity to serve communities statewide, and ability to assist law enforcement agencies in times of need.

Appropriates $814,834 from the marijuana tax cash fund for fiscal year 2017-18, consisting of $800,000 for the reserve academy grant program and $14,834 for 0.3 FTE in personal services.

The grant program and statute expire July 1, 2019, with grants to be awarded by December 31, 2017 and distributed within 30 days of award.
