Repeals the previous statute limiting the automatic conveyance of vacated rights-of-way to deeds in short form only.

Expands the presumption to include all conveyances and encumbrances of real property, including deeds, leases, deeds of trust, mortgages, and liens, whether voluntary or otherwise.

Creates a presumption that any grantor's interest in adjoining vacated streets, alleys, or other rights-of-way automatically transfers to the grantee unless expressly excluded in the conveyance or encumbrance document.

Takes effect August 9, 2017, or subject to voter approval in November 2018 if a referendum petition is filed during the 90-day period after final adjournment.
