• Enacts Colorado's participation in the National Popular Vote Interstate Compact, an agreement among states to elect the president by national popular vote rather than the Electoral College.

• The agreement becomes effective only when states cumulatively possessing a majority of electoral votes (270 of 538) have enacted it in substantially the same form.

• Requires each member state to conduct a statewide popular election for president and vice president, with the presidential slate receiving the largest national popular vote total designated as the winner.

• Presidential electors in member states must be appointed to represent the national popular vote winner, rather than the candidate who won that particular state.

• Permits state withdrawal from the agreement except within 6 months before the end of a presidential term, and terminates automatically if the Electoral College is abolished.
