Repeals Colorado's requirement to participate in a multi-state assessment consortium and use the assessments the consortium develops.

Allows local education providers to choose whether ninth-grade students take state assessments in English language arts and mathematics or one of two assessments selected by the Department of Education.

Requires the Department of Education to select two tenth-grade assessments and two college entrance exams for eleventh grade; local education providers choose which assessment and exam to administer.

Directs the Department of Education and State Board of Education to provide maximum flexibility under federal law to local education providers in selecting and administering state assessments.

Requires local education providers to review with each student and parent the results of ninth and tenth-grade assessments and the eleventh-grade exam, and discuss how results may affect the student's individual career and academic plan.
