Defines "classification information" as data identifying a student's or their family's citizenship status or religion.

Prohibits school service contract providers from collecting, using, or sharing classification information under any circumstances.

Extends prohibitions on sharing or selling classification information to existing exceptions that allow providers to share student data for school recommendations, higher education identification, and employment opportunities.

Requires the Colorado Department of Education and local education providers to include compliance with these prohibitions in all contracts with school service providers, and prohibits contracting with providers that refuse to accept these terms or substantially fail to comply.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
