Requires school districts and schools in improvement, priority improvement, or turnaround plans to include research-based early learning strategies addressing quality and availability of early childhood education opportunities in technical assistance and support provided by the Colorado Department of Education.

Mandates an "early childhood learning needs assessment" for school districts and individual schools enrolling students in kindergarten through grade three that are operating under priority improvement or turnaround plans, evaluating factors such as quality early childhood programs, enrollment in funded programs, collaboration with early childhood councils, teacher credentials, professional development, parent engagement, and available resources.

Establishes that school turnaround plans serving kindergarten through third grade students must invest in research-based early learning and development strategies if low performance is directly related to lack of school readiness and access to quality early learning opportunities, as demonstrated by student achievement data.

Early learning investment strategies may only be implemented in combination with at least one other research-based strategy from the existing requirements for turnaround plans.

Determines the act can be implemented within existing appropriations with no separate state funding required.
